Steve Clarke, PE is Vice President, Senior Director, Strategic Project Development at Jacobs. He leads the implementation of the Cities & Places strategy to take advantage of emerging market realities and our ability to provide market connectivity. Steve leads the implementation of Foreseeable in the US South markets. Foreseeable is Jacobs branded service offering that is focused on working with clients across multiple sectors to address uncertainty and future challenges associated with building sustainability & system performance, business continuity, equity positioning, funding gaps, project development, and delivery.

In addition, Steve focuses on Integrated Client Offerings – to include funding and dedicated talent to drive market sector growth and success in Aviation, Corporate, Health Science, Research Facilities, Net Zero Building Performance, Higher Education, Next Gen Integration, and Big City Strategy. He is responsible for driving market connectivity and acting as a liaison between the Jacobs Lines of Business to sell the company store and create highly differentiated offerings on major projects/programs to clients with large capital improvement needs.

Prior to his current role, Steve was responsible for all Architectural and Engineering design associated with the advancement of Buildings, Infrastructure, and Advanced Facilities markets along the Texas Gulf Coast area from 2006-2021. Responsibilities included both financial, operational, and business development responsibility for Aviation, Mission Critical, Corporate Commercial, Ports & Maritime, Water & Civil Infrastructure, Environmental, Transportation, and Land Development. Under Steve’s leadership, Jacobs has been recognized for their efforts to promote diversity and inclusion. These awards include the 2019 Prime Contractor of the Year Award by the City of Houston Office of Business Opportunity, 2019 Top 25 Prime Contractors Supplier Diversity Champion by Subcontractors USA, City of Houston Public Works & Engineering Contracts in Five Mentorship Award in 2016 and the WTS (Women in Transportation) Employer of the Year 2017. In addition, Steve was selected as a Top 5 Global Finalist for Jacobs Inclusive Leader of the Year in December 2019. 

Steve prides himself on the role that he and his team have played in changing the skyline across the Houston area throughout his career at Jacobs. These projects include NRG Stadium; IAH Terminals B South, C North, and E; Hobby International Terminal; Harris County 1910 Historic Courthouse Renovation; Harris County N. Buffalo Bayou Central Plant; Houston Ballet Center for Dance; University of Houston Downtown; Goya Foods, and many more.
