2025 Ballot Guide

This November, Texans moved two big priorities forward: reliable water infrastructure and breakthrough dementia research. The Greater Houston Partnership worked with legislators and community stakeholders to supports Proposition 4 and Proposition 14 and are proud residents across Texas voted in favor of these two important constitutional amendments.

Dedicated Funding for Water

What Prop 4 does Creates a reliable, dedicated state funding stream for long-term water needs by directing up to $1B per year in existing sales tax revenue to the Texas Water Fund for 20 years starting in 2027. No tax increase. Funds can support new water supply, replacing aging systems, and flood mitigation projects. Growth engine: Reliable water is as fundamental as power and talent—critical for manufacturing, data centers, housing, energy, and more. Risk reduction: Dedicated dollars enable strategic planning and faster delivery for water supply and flood control—protecting jobs, communities, and the grid during prolonged drought. Accountability: Performance tracking and public reporting by the Texas Water Development Board will show progress on supply added, system repairs, and water loss reduction.

Proposition 14

What Prop 14 does Establishes DPRIT and invests $3B over 10 years from state general revenue (capped at $300M/year) to accelerate prevention, treatment, and research on Alzheimer’s and related dementias—modeled after Texas’ successful CPRIT framework. Talent & caregivers: Dementia affects hundreds of thousands of Texans and over a million caregivers—driving measurable economic and workforce impacts. This investment fuels solutions at scale. Innovation & jobs: Competitive grants attract top researchers, expand lab capacity, and spur company formation—keeping Texas at the forefront of life sciences. Texas model: Uses a proven, transparent, grant-making approach that helped CPRIT transform cancer research in our state.
