Advancing Houston’s Health: How Policy Shapes Our Region’s Future

Houston’s health care sector is a cornerstone of the region’s economy and quality of life, employing thousands and driving innovations that impact people worldwide. But as policies evolve at the state and federal level, Houston faces significant challenges, and opportunities, in ensuring access to care and fostering innovation.

The Greater Houston Partnership’s Health Care Advisory Committee, chaired by Dr. Esmaeil Porsa, President and CEO of Harris Health System, is working to address these issues to ensure the region remains a national leader in advancing health care. At a recent committee meeting, Dr. Porsa engaged in a fireside chat with members to discuss trends, challenges, and opportunities for impact.

In 2025, the committee is prioritizing key areas critical to Houston’s health care future:

Protecting and Expanding Coverage
Advocating for equitable health care access to protect vulnerable populations, including Houston’s large uninsured and underinsured communities.

“The potential rollback of Medicaid and ACA coverage is deeply concerning,” Dr. Porsa warned. “In Texas, more than 50% of children rely on Medicaid. Policy changes that reduce access would add to the uninsured population and severely impact vulnerable communities and the institutions that serve them.”

Mental and Behavioral Health
Addressing the surge in mental health needs and advancing initiatives like the Dementia Prevention Research Institute of Texas (DPRIT) to promote early intervention and prevention.

“We’re seeing an explosion in behavioral health issues across every age group,” Dr. Porsa explained. “If we don’t invest in early intervention, we’re just chasing symptoms, not solving root problems.”

“I’m truly encouraged that the Partnership has made mental health a priority. This is an area where the business community can make a real difference.”

Workforce Development
Supporting programs to train and retain primary care and behavioral health professionals to meet growing demand in Houston and underserved areas across Texas.

“Workforce shortages are one of our greatest challenges. Without sustained investments in training and retention, we won’t have the people we need to meet future demand,” Dr. Porsa emphasized.

Health Care Financing Reform
Pushing for transparency and modernized systems that address the social determinants of health, such as housing, food security, and transportation.

“We need to educate lawmakers on the complexity of health care financing,” he said. “Strategic conversations about innovation and accountability are critical for smarter policy decisions.”

Protecting Research and Innovation
Advocating for robust research funding to maintain the U.S.’s global leadership in medical advancements.

“The U.S. has always led the world in scientific discovery,” Dr. Porsa noted. “If we lose research funding and leadership, it will take years to rebuild, and the impact on jobs, innovation, and competitiveness will be severe.”

Why Business Leadership Matters
Dr. Porsa stressed that health care policy isn’t just a health issue, it’s a business issue that impacts Houston’s economy, workforce, and future.

“Lawmakers want to do the right thing, but they aren’t always fully informed. That’s where we come in. It’s our responsibility to share the data and help shape better policy.”

He also highlighted how shifting cultural attitudes toward health and wellness create opportunities for employers to lead:

“I’m encouraged to see more people tracking their well-being, talking about nutrition, and using technology to monitor their health. This shift in awareness is a good thing, but it needs to translate into equitable access to care.”

Looking Ahead: A Platform for Progress
The Partnership is continuing to gather input and develop working groups to guide advocacy on these priorities. With engaged business and health leaders at the table, Houston is well-positioned to lead on solutions that strengthen health care access, affordability, and innovation.

“This committee is about action,” Dr. Porsa concluded. “It’s about asking how we, as leaders, can contribute not just within our organizations but across the community.”
